A national consultation on the Bill for a National Commission for Human Rights was held in the Ministry of Human Rights under the Chairmanship of Mian Raza Rabbani, Minister for Inter Provincial Coordination and Minister Incharge for Human Rights.
The meeting was attended by leading leaders of the Human Rights movement in Pakistan namely Mr. I. A. Rehman, Ms. Asma Jahangir, Mr. Iqbal Haider, Mr. Zia Awan. The views of Justice (R) Nasir Aslam Zahid, Senator S. M. Zafar, Senator Afrasiab Khattak, Senator Prof. Khurshid Ahmed and Senator Wasim Sajjad have also been sought.
The Coalition Government is committed to the concept of human rights and its strict implementation in accordance with the Constitution and the law, the formation of this independent Commission is a step in that direction.
It will be recalled that through the Eighteenth Amendment new Fundamental Rights have been added in the Constitution namely, Articles 10-A right to fair trial, 19-A right to information and 25-A right to education.
In the light of the Eighteenth Amendment, Mian Raza Rabbani said that there needs to be a paradigm shift in the concept of fundamental rights i.e. from the perception that the State is a violator of fundamental rights to the State being the protector of fundamental rights of the citizens of Pakistan.
He further said that this is in furtherance of the vision of Mohtarma Shaheed Banazir Bhutto and in light of the COD.
The Ministry will carry on further consultations with the Human Rights Committee of the National Assembly on the 29th of March, 2011, and seek their guidance in the matter.

Planning Commission of Pakistan holding 4th SAARC Secretaries Meeting on Poverty Alleviation
Islamabad March 26, 2011
Planning Commission of Pakistan is hosting the 4th SAARC Secretaries Meeting on Poverty Alleviation on 28-29 March, 2011. First Meeting of Secretaries dealing with the Poverty Alleviation was held in Colombo on 6-7 August 2006, 2nd meeting was hosted by Maldives on 26-27 May, 2008, and Third Meeting of the SAARC Secretaries was hosted by India on 19-21 March, 2009.
The meeting will provide a forum for discussion and exchange of information and experiences of SAARC countries for poverty alleviation policies, strategies, programmes and projects adopted by the SAARC member countries.
The forum will discuss progress in implementing the SAARC "Poverty Plan of Action on Poverty Alleviation" which includes the following areas:
Pursuing good governance through improved public sector management and delivery system, particularly in areas that affect the poor;
Pursuing sound macro-economic management policies through focus on quality and pattern of growth;
Enriching the concept of Human Development through adoption of Bhutan's philosophy of promoting 'Gross National Happiness' through equitable socio-economic development;
Combating poverty through promotion of employment in small and medium enterprises, micro-finance institutions and tourism sector;
Promoting multi-culturalism, pluralism and mass education through gender equality and empowerment of women, vocational and technical training and skill up-gradation;
Expanding Social Safety Nets through schemes targeting the poorest and the most vulnerable by introducing old age benefits, disability benefits and benefits on the death of the primary bread earner;
Investing in human capital and social sectors through encouragement of private sector investment in education and health;
Exercising prudence in allocating public resources and strengthen domestic resource mobilization through prioritization of public expenditure and increased domestic revenue to reduce the dependence on Overseas Development Assistance;
Empowering local communities and governments through decentralization, financial devolution and community participation;
Strengthening poverty alleviation programs through building up the physical assets for the poor, including grant assistance to the indigent for purchase of small capital assets;
Expanding intra-regional trade and capital flows and faster movement towards SAFTA;
Learning from each other's experiences through exchange of best practices.
The forum will also discuss SAARC Development Goals, their achievability by 2012 through launching appropriate policies/programmes and projects. The food security challenges for the poor and social inclusion, being the theme of Regional Poverty Profile (RPP) 2009 will also be discussed. .
The SAARC Forum will provide an opportunity for mutual cooperation in reducing poverty.

PRIME MINISTER RECONSTITUTES NINE-MEMBER PRIVATIZATION COMMISSION BOARD

The Prime Minister Syed Yusuf Raza Gilani has reconstituted the Board of Privatisation Commission. Syed Naveed Qamar Federal Minister for Privatisation, Water & Power will head the PC Board as its Chairman.
The other eight-members of PC Board include 1. Engr. Iftikhar ul Haq, Master in Public Administration Punjab University (B.Sc. Mechanical Engineering) having 40 years experience of management of projects, companies, corporations and government departments. Since 1987 he is MD, Engineering General Consultants (Pvt) Ltd, Lahore. He remained member PC board from 1993 to 1996 and from 2003 to February 2008, 2. Mr. Laeeq Ahmed MBA, Wharton School, University of Pennsylvania, USA remained member PC Board from April 1994-96 is presently CEO, Olympus International (Pvt) Ltd, Lahore (project developers in Telecom & Energy sectors), having vast experience in Business Management, Risk Management, Organization Design and Restructuring, 3. Mr. Mahmood NawazShah, MS (Engineering Management) George Washington University, USA, is agriculturist of Sindh, remained member PC Board from March 2003 to February 2011, 4. Mr. Tanvir Ahmad Sheikh (MBA from OHIO University, USA, is a renowned Industrialist, remained President of FPCCI from 2007 to 2008 and held the position of Vice President of ICCI, 5. Nawabzada Saifullah Magsi achieved Post Graduate Professional Skills Diploma from Inns of Court School of Law, UK, remained senior Minister for Planning & Development, Law & Parliamentary Affairs and the Department of Prosecution, Government of Balochistan, 6. Mr. Farid Malik, CFA, is a graduate of London School of Economics, member of Chartered Financial Analyst (CFA) Institute, USA, having varied experience in Pakistani Capital Markets and remained associated with ABN AMRO Bank, Tomen Power, Singapore, SECP, Invest Capital Securities, Lahore Stock Exchange and CSIBL (Innovative Investment Bank Limited) in different positions, 7. Mr. Shahab Anwar Khawaja, MS (Chemistry) holding Post Graduate Diploma in Development Administration, Birmingham University, UK, a DMG officer, served at key positions in the Federal and Provincial Governments including Federal Secretary Ministries of Privatisation, Industries, Production & Special Initiatives, Population Welfare, Economic Affairs and various other departments and8. Mr. Muhammad Ejaz Chaudhary, Secretary/ Member Privatisation Commission.
Most of these members represent the private sector with vast experience in various economy related sections/ business groups and remained on PC Board from time to time.
